O’Connor Sutton Cronin was appointed by Fingal County Council to bring the scheme through all phases from conception to completion. Completed under the PWC Contract for Civil Engineering Works Designed by the Employer the Stephenstown Link Road provides an important connection between the Balbriggan Southern Orbital Road to Millfield and provides an efficient transportation interchange for future movement for all road users.

  • The purpose of the scheme was to complete the link between two major transportation arteries in Balbriggan and the release of approximately 50 acres of locally zoned lands through the introduction of the link road, roundabout, and associated tie-ins.
  • The design was completed in accordance with Part VIII Planning, the Local Area Plan, the Design Manual for Urban Roads and Streets (DMURS), the National Cycle Manual (NCM), and the TII Specification. The road provides primary access to the development lands; to reflect this, the scope included extensive bespoke landscaping works to incorporate a high-quality public realm adjoining the site, to realise the vision for the development lands, and to provide an interface between public and private space.
  • The project was developed following a full traffic model for the surrounding area to include the future development of the available zoned lands while incorporating sustainable transport measures for cyclists and pedestrians.
  • The project consisted of the construction of approximately 500m of the new carriageway, retaining structures, over 50,000 cubic meters of earthworks, 40m OD roundabout, footpaths, cycleways, foul & surface water drainage, public lighting and utility services, road markings and signage. In addition, significant geotechnical engineering works were required, the design of which was carried out by our in-house geotechnical specialist; this included addressing a 6m excavation to formation for the upper roundabout and road construction while addressing high and artesian groundwater at ground level.
  • The design and construction of the Stephenstown Link Road was a key element of the road network. The new road runs from the existing roundabout on Stephenstown Road, through the site, and through a roundabout on Clonard Hill Road, linking to the back of Millfield and then onto Naul Road.
